The deficiency to perform joint exercises has been identified and discussed by the military user and several NATO Working Groups (FIBUA/MOUT WG, TSWG, …). Due to these discussions the UCATT working group (NMSG WG 063 TG 040) was created to address the subject. The UCATT group has been discussing live training standardization for eight (8) years now and has come to the conclusion to initiate and support the development of an international SISO approved standard.
NATO’s MSG WG 063 TG 040 (UCATT) is discussing the need for a common standard since the year 2001. The discussions in the group have reached a point that requires the nomination of an international standard and SISO is deemed to be the appropriate body for this.
Goals of the UCATT SG:
1. Broader community base to support UCATT’s initiative in this product development. Engage these additional stakeholders in the PDG.
2. Greater uniformity of these interoperability standards across LVC domains.
3. Forward development for both products’ development ( reference paragraph below from proposed PN)
“The basic approach is to implement the SISO Balloted Products Development and Support Process (BPDSP). The UCATT report to the RTO (RTO-TR-MSG-032) will provide the baseline for the first comment round. The intent is to reach out to and engage other entities that have an interest in a common standard for live training target designating and non target designating simulation codes.”
Tasks:
1. Coordination and collaboration with groups including the LVCIA and TDTP study groups (SGs) to capture probable impacts to the baseline live-only architecture and pre-PDG baseline products. Sharing of presentations and papers between SGs and forums is expected to be part of this process.
2. Study impacts/extensions to the UCATT baseline’s live architecture resultant from inclusion of virtual and constructive aspects for both training and simulation.
3. Consideration of phased/staged version development.
4. Revision of the PN.
Products:
The product of the study group will be:
1. Annual status – Normal report to indicate progress in activities.
2. Final Report – Findings of the study & way forward (assumes recommendation for PNs).
3. PN for each standard.
